IMPORTANT UPDATE! (Updated April 29, 2010)
During the next two weeks, many employees will be voting on tentative agreements reached between the City and its labor unions. As each union ratifies the tentative agreement, layoff notices and return-to-duty offers associated with the reorganization to part-time (37.5 hours) positions will be rescinded for employees covered by that union’s Memorandum of Understanding.
To protect employee rights under the Civil Service Rules during this period, layoff processing and return-to-duty offers to part-time positions will continue. Employees in selected classifications will be receiving return-to-duty offers to part-time positions (37.5 hours) starting Thursday, April 29, 2010. It is important that employees respond to any offer to return to duty by the identified deadlines.
The effective date of the layoff remains Friday, June 11, 2010, close-of-business.

The Department of Human Resources is charged with citywide coordination of the layoffs and displacements due to layoffs. Our goal is to ensure that applicable Civil Service Rules and Department of Human Resources policies and procedures governing employee layoffs are applied with consistency, compassion and respect. For that reason, we have compiled the following informational materials and resources for both departments and employees.
These materials are intended to provide information on current procedures for implementing departmental layoffs and subsequent Citywide displacement and return-to-duty processes. In addition, there is information about the services and benefits available to employees who are laid off and/or displaced as a result of a layoff. Please be aware that not every policy, rule or procedure related to layoffs is included in these materials.

Informational Sessions for Laid off or Displaced Employees
- I Received a Layoff Notice, What Happens Now information session is a 1.5 hour session that is intended to provide information of some of your immediate concerns regarding the layoff notice. There are no sessions currently scheduled.
- The Job Transition Services Program (JTSP) is a one day session that provides professional assistance, guidance, counseling, and training to employees who are affected by the layoffs. Representatives from different agencies present information on how benefits are impacted and services that are available.
Managers and Supervisors with Employees Impacted by Layoffs
In this two hour workshop, supervisors and managers explore ways of communicating information in a compassionate and caring way, in terms of the difficult job of delivering bad news during layoffs. There are no sessions currently scheduled. Inquiries can be directed to wd.dhr@sfgov.org.
